Informal Notes From Houghton Parish Council: January 2015

Finance: The Parish Council funds stand at £11,637.90 as at 9 December 2014. The PC budget for 2015/2016 is on the next page.

Matters arising from the previous PC meeting

The broken/missing roof tiles on the bus shelter by the village hall have now been replaced.

Clearing of the bridle way /footpath at the top of the Beeches is progressing; the relevant landowner responsible for outstanding work will be reminded.

The fallen chestnut trees in the river opposite Bossington Mill will be removed, thanks to a grant from HCC Cllr Andrew Gibson.

An appeal by the Applicant of the proposed Solar Farm has been made, following earlier refusal by TVBC.

Highway Issues: Peter Kennesion is meeting the HCC Engineer responsible for parish highway maintenance to highlight outstanding issues.

Housing Need: as at November 2014, 12 households are registered with Hampshire Home Choice (which advertises social housing in Test Valley) as having a ‘local connection’ with Houghton.

Planning

TVBC has notified Houghton Parish Council (HPC) of the following applications:

Wheelwrights : conversion of workshop/office to a 5-bedroomed dwelling: Refused

18 Stevens Drove: additional dwelling: Refused

Corner Cottage: demolition of conservatory and replaced with garden room: Permission

Roman Road, Stockbridge: application for new homes: Refused

Land adj Forge Cottage: 2 dwellings: Permission

Village Hall

Rosie Cardoe confirmed that a programme of general repairs continues. The Annual General Meeting will be held in March, date to be confirmed.

Neighbourhood Watch (NHW)

The Hampshire NHW association wishes to develop this scheme; the current co-ordinators will be asked to provide relevant information for promulgation throughout the village.

Use of Developers’ Contributions (Test Valley Draft Access Plan)

The PC agreed that such funds, which must be spent on improved access to facilities/services, should be used to improve Field Path to provide better access; a current proposal listed by Test Valley but never supported by the Parish Council, for a pavement between Sheepbridge and Faithfulls Drove should be removed.

Not only….but also…

The Parish Council agreed to sponsor 3 chairs, for the Village Hall which will enable a further order of 5 to be made.

Arrangements for a ‘Welcome Pack’ for new residents of the village will be renewed, following an initiative some years ago. It was felt that there should be a ’co-ordinator’ who should liaise with neighbours of new residents to help with a timely and warm welcome to the village.

Sandra Harper asked if the Lengthsman could be asked to repair/remove the broken fence on Field Path alongside the Recreation Ground.

Michael Woodhall said that the Churchyard Working Party is an on-going success; enormous progress has been made over the past few months with the support of many in the village. The extensive bulb-planting, again, thanks to generous donations from villagers, is showing success with snowdrops already visible!

Church Renewal project: David Livermore said that following checks (which meant opening the church vault) the strength of the floor is suitable for the proposed re-positioning of the Font. He also confirmed that the church had recently raised funds by selling a painting (and having a photographic copy installed in its place). Its ornate gilded frame has now been beautifully cleaned by Sue Marshall, to whom appreciative thanks were expressed. Applications for grants to repair the church roof have been made.

Recommend Grass cutting budget increase by £120 for extra cuts and £250 for work around trees.
